Parking tickets in Winnipeg: how to pay, dispute and what they cost
To pay a Winnipeg parking ticket, use the Winnipeg Parking Authority’s online portal, call 311, or go to The Parking Store at 495 Portage Avenue. Paying within 14 days of the ticket date gets the reduced early-payment fine, and paying means giving up the right to contest. To dispute, ask for a Screening Review first.

Disputing a ticket
- The first step in disputing a ticket (a penalty notice) is to ask a Screening Officer to review it, online or in person during regular business hours.[2] Official page
- You must be the registered owner to request a screening. Someone else needs the City’s completed authorization form. Online, you have to view the photo evidence for your ticket first, and the City asks you to include your current vehicle registration.[3]
- A Screening Officer can reduce or cancel a ticket only in certain circumstances, must consider the full fine amount, and gives you written reasons for the decision.[2]
- If you disagree with the decision, you can ask for a review by a provincially appointed adjudicator. The fee is $25, refunded if you win.[2]
- Paying the ticket waives your right to contest it under the Municipal By-law Enforcement Act.[2]
- The City pages we read give no deadline in days for asking for a screening. The Parking Authority’s FAQ says the next step depends on the date of issuance, so ask as soon as you can; 311 can confirm.[4]
- Questions: 311, toll free 1-877-311-4974, or The Parking Store at 495 Portage Avenue, Monday to Friday, 8:30 a.m. to 4:30 p.m.[9]
Fines for common tickets
- Parking where prohibited, improper parking (wrong direction or side), parking on a boulevard, or beyond a time limit: $70 each.[5]
- Parking on a crosswalk or within 3 m of one, in a loading zone when not loading, or within 9 m of a stop sign or traffic control device: $70 each.[5]
- Stopping where prohibited, or stopping weekdays 7–9 a.m. or 3:30–5:30 p.m. where rush-hour rules apply: $100.[5]
- Parking on a sidewalk, in an intersection or within 3 m of one, or within 3 m of a fire hydrant: $100 each.[5]
- Parking in a designated disability space without a valid permit displayed: $300.[5]
- Winter route parking ban, 2 a.m. to 7 a.m., and extended winter route ban: $100, or $75 if paid early. Residential parking ban: $200 ($150 early). Temporary no parking: $150 ($112.50 early).[6]
- The Parking Store’s violations page says an early-payment option applies if you pay within 14 days after the ticket date, but doesn’t list reduced amounts for these tickets, so check the figure on your ticket.[5]
Unpaid tickets and towing
- For tickets issued after August 8, 2016, a Final Notice is sent 30 days after the ticket date. If you do nothing within 30 days of receiving it, the City says all legal means may be used to collect, including seizing and impounding vehicles you own.[4]
- With two or more outstanding tickets and another parking offence, your vehicle can be towed and impounded, as often as it happens.[7]
- To get it back you don’t have to pay all outstanding fines, only the towing fee, storage fees and any administration fees.[7]
- Collections are handled by CBV Collection Services Ltd. Credit bureaus are told if fines stay unpaid one month after the agency contacts you, which can lower your credit score.[8]
- The collections agency may text payment reminders with links. If you’re unsure a text is real, contact 311 before paying.[1]
- The City can also place a lien on a vehicle, which allows it to be seized and sold at auction.[8]
- The Parking Authority doesn’t arrange payment plans.[4]
- A refund for an unlawful tow is available only if the tow didn’t comply with the Highway Traffic Act: contact 311 or go to 495 Portage Avenue with your tow receipt.[4]
- A car towed from a winter route during the annual ban goes to the towing company’s compound, and the owner pays the towing and storage fees.[10]

How long do I have to pay a Winnipeg parking ticket at the reduced rate?

How do I dispute a parking ticket in Winnipeg?

Common Winnipeg parking tickets listed by the Parking Authority run from $70 to $300, such as $70 beyond a time limit, $100 near a fire hydrant and $300 in a disability space without a permit. Winter parking ban tickets are $100 or $200.

Yes. Under the City’s 2025 policy, Winnipeg can tow and impound your vehicle if you have two or more outstanding tickets and commit another parking offence. You pay the towing, storage and administration fees, not all the outstanding fines.
