Parking tickets in Waterloo: how to pay, dispute and what they cost

Waterloo handles parking tickets through its Administrative Monetary Penalty System (AMPS), not the courts. The penalty is due 15 days after you get the ticket, and you have 30 days to ask for a screening review. The fines below took effect January 1, 2026.

Disputing a ticket

  • Ask for a screening review within 30 days of the ticket: online, by phone at 519-747-8785, by email to municipalenforcement@waterloo.ca, or at the City Hall counter.[4] Official page
  • The decision comes by email, mail or in person. It can take up to 16 weeks, and no late fees are added while you wait.[4]
  • A screening officer can cancel or reduce the penalty, or give you more time to pay, if that’s needed to prevent undue hardship.[2]
  • Disagree with the decision? Ask for a hearing within 30 days of receiving it. Hearings are in person or online, hearing officers are independent, and their decision is final.[4]
  • To see the evidence first, send the request for disclosure form at least 10 days before the hearing.[4]
  • Missing your hearing costs $55.[3]

Fines from January 1, 2026

  • In front of or within 1.5 m of a driveway, or on a boulevard, sidewalk or multi-use trail: $47.[3]
  • In a no parking zone or a bike lane: $53. On private property without consent: $51.[3]
  • Within 3 m of a fire hydrant, in a fire route, or in a front or side yard: $84.[3]
  • On a street during a snow event: $90. Stopping in a school zone: $105.[3]
  • In an accessible space without a permit: $420.[3]
  • In a City lot without paying, without consent or against posted conditions: $42. Unlicensed vehicle on a street: $37.[3]

Late fees and towing

  • The penalty is due within 15 calendar days. A ticket sent by mail counts as received on the 5th day after mailing.[2]
  • A ticket can take up to 15 days to appear online.[1]
  • Unpaid 15 days after the due date, an MTO search fee is added. At 45 days a late fee is added, and at 60 days the City can have your plate renewal denied and add a plate denial fee.[2]
  • 2026 fee amounts: MTO search $13, late payment $28, plate denial $28, returned payment (NSF) $53.[3]
  • Cars in accessible spaces without a permit can be towed or impounded, and so can cars on private property without consent.[5]
