Winnipeg overnight parking: the 2 to 7 a.m. winter route ban and what else applies
Once the City starts its annual winter route parking ban, you can’t park on a signed Winter Route or Snow Route street in Winnipeg from 2 to 7 a.m., every day, snow or not. The ticket is $100 ($75 if paid early) and the car may be towed. Residential streets have separate zone-by-zone plowing bans, with $200 tickets ($150 early).

The winter parking bans
- The annual Winter Route Parking Ban runs 2 a.m. to 7 a.m. every day on designated major winter routes. The City says it is not weather-event dependent and applies even if a street looks recently cleared.[1]
- In 2025 the ban started at 2 a.m. on December 3 “until further notice”. The City said it would send a notice when the ban is lifted, which it expected in spring 2026.[1]
- Look for “Winter Route” or “Snow Route” signs before you park. Both mean the same thing and carry the same ticket and tow risk.[5]
- After heavy or repeated snowfall the City can call an extended ban, which starts at midnight instead of 2 a.m.[2]
- A Residential Parking Ban clears streets zone by zone, in 12-hour day and night shifts by zone letter. In February 2026 it ran from 7 a.m. Thursday to 7 p.m. Saturday, with each zone banned for one shift.[4]
- While a residential ban runs, the overnight winter route ban is suspended, so you can park overnight on winter routes. Rush-hour, loading zone and other posted signs still apply, and the winter route ban comes back when the residential ban ends.[4]
- Residential ban tickets are mostly issued by automated licence plate recognition and mailed to you, though officers can still hand-deliver them.[4]
- Temporary “No Parking” signs for extra snow removal go up at least 24 hours before the restriction starts. Cars left after that may be ticketed and towed to the towing company’s compound.[5]
- Large vehicles and trailers can’t park on a street for more than one hour, even in a paid space.[9]
- Recreational vehicle owners can buy a Temporary Recreational Vehicle Permit, which allows parking for up to three days.[10]
Time limits, paid parking and permits
- Paid on-street parking generally applies Monday to Friday, 8 a.m. to 5:30 p.m., in the Downtown, Exchange District, West End and some hospital areas. Hours vary, so read the signs.[7]
- The longest you can stay is 2.5 hours before you have to move to another block face. At the end of your paid time you can buy another 30 minutes.[7]
- Saturday, 8 a.m. to 5:30 p.m.: two hours of complimentary parking in on-street paid locations, with up to two more paid hours (four hours maximum). It doesn’t apply around Health Sciences Centre or St. Boniface Hospital.[7]
- Sundays have no payment requirement and no time restrictions. On holidays you don’t pay, but you still have to move when the posted maximum is reached.[7]
- Residents of streets with time limits can buy a residential parking permit: $51 a year for the first, $77 for the second and $205 for the third per household. A permit covers one plate and exempts that vehicle from posted time limits in its own zone only.[6]
- A permit doesn’t exempt you from snow route bans, residential parking bans or spring street cleaning signs.[6]
- Apply online, by mail, or in person at The Parking Store, 495 Portage Avenue, Monday to Friday, 8:30 a.m. to 4:30 p.m. You need photo ID with your current address, and vehicle registration and insurance.[6]
Towing and snow emergencies
- A car parked on a winter route during the annual ban may be towed to the towing company’s compound, and the owner pays the towing and storage fees.[1]
- A snow emergency ban is declared by the Mayor after unexpectedly heavy snow. All parking on winter routes is prohibited; no tickets are issued, but vehicles are towed out of the way of the plows to nearby locations.[2]
- To check your street, use the Know Your Zone app, the interactive snow map at winnipeg.ca/snow, the online address lookup tool or 311.[1]
- During a residential ban you have to find your own off-street parking, such as a driveway or lot.[5]
- If crews miss your street, wait until the ban is lifted, because they may come back. Then report it to 311 or through the City’s online form.[4]
- The Winnipeg Parking Authority’s phone line is 311, or 1-877-311-4974 toll free. See our Winnipeg parking tickets guide to pay or dispute a ticket.[11]
Common questions
Can I park on the street overnight in Winnipeg in winter?
Yes, except on a signed Winter Route or Snow Route street between 2 and 7 a.m. while the City’s annual winter route ban is on, and on a residential street during its zone’s plowing shift. Check Winnipeg’s Know Your Zone app or 311 for your street.
What time is the winter parking ban in Winnipeg?
Winnipeg’s annual Winter Route Parking Ban runs from 2 a.m. to 7 a.m. every day on designated winter routes. An extended ban, called after heavy or repeated snowfall, starts at midnight instead.
How much is a winter parking ban ticket in Winnipeg?
A Winnipeg winter route ban ticket is $100, or $75 if paid early. A residential parking ban ticket is $200, or $150 early. A temporary no parking ticket is $150, or $112.50 early, and cars on winter routes may also be towed.
How do I know if there is a residential parking ban on my street in Winnipeg?
Every Winnipeg residential street has a snow zone letter. Look yours up in the Know Your Zone app, on the City’s snow map at winnipeg.ca/snow, with the online address lookup, or by calling 311. The City publishes each zone’s ban times before the ban starts.
Is parking free on weekends in downtown Winnipeg?
Sundays are free with no time restrictions in Winnipeg’s on-street paid areas. On Saturdays you get two complimentary hours between 8 a.m. and 5:30 p.m., and up to two more if you pay, for a four-hour maximum.
Does a residential parking permit let me ignore Winnipeg’s snow parking bans?
No. A Winnipeg residential permit exempts your car from posted time limits in your own zone, but you still have to obey snow route bans, residential parking bans and street cleaning signs.
