Waterloo bans street parking from 2:30 to 6 a.m. all year, not just in winter. You can register up to 15 nights a year online, before 2:15 a.m. A registration also lets you park overnight for free in three uptown lots.

The overnight rules

  • No parking on a city street from 2:30 to 6 a.m. unless you’ve registered. The rule applies all year, not only in winter.[3]
  • An unregistered car on the street overnight can get a $42 ticket (2026 amount).[8]
  • Registering doesn’t make an illegal spot legal, such as in front of a fire hydrant or at a bus stop.[1]
  • During the day, you can park free on a street for up to 3 hours unless signs say otherwise.[3]
  • No parking on the boulevard, or hanging over it, even if it’s paved.[3]
  • A temporary on-street permit exists only when construction or repairs block your driveway: $7.25 a day or $41.25 a month + HST.[9]

Snow events and towing

  • The City declares a snow event when heavy snow or ice is expected. Most last about 24 hours, longer if the snow or ice continues.[6]
  • During a snow event you can’t park on any city street or lot, at any time, even if you’ve registered.[3]
  • Cars left on the road may be ticketed or towed.[6]
  • Parking on a street during a snow event is a $90 ticket (2026 amount).[8]
  • If you think your car was towed during a snow event, call Waterloo Regional Police dispatch at 519-570-9777.[7]
