Contesting a ticket

  • You must plead within 30 days of the day the ticket was served, meaning the day you received it. You can plead guilty and pay in full, plead guilty and ask for more time or a payment plan, or plead not guilty.[1]
  • Paying the full amount counts as a guilty plea.[4]
  • For a parking offence, only the owner of the vehicle can plead not guilty.[3]
  • To plead not guilty, use the City’s online plea, or fill in the plea form (or the reply section at the bottom of the ticket) and send it by email to courmunicipale@ville.quebec.qc.ca, by mail, or in person at a service centre.[3]
  • After a not-guilty plea you get a hearing notice by mail with the place, date and time. The court handles about 200,000 tickets a year, so it can take several months. Keep your address up to date: a default judgment can be entered if you miss the hearing.[3]
  • After pleading not guilty you can ask for an investigation. Valid grounds include a payment with a matching meter number and the original receipt, several tickets for the same offence, a wrong vehicle description, a special City permit, no visible sign, and vehicle or identity theft (with a police report). No extra fees are added during the investigation.[6]
  • A mismatched meter number, a faulty meter or a missing disabled placard aren’t valid grounds for an investigation request, but you can raise them as a defence at the hearing.[3]
  • You can ask in writing for the officer to attend for cross-examination within ten days of getting the hearing notice, and fees may be charged. You can switch to a guilty plea at least 3 days before the hearing by paying the total plus change-of-plea fees.[3]

Fines and what happens if you wait

  • The general parking fine in the City’s traffic by-law is $60, and costs are added to the fine. The total is on your ticket.[9]
  • Parking in an accessible space without the required permit is $200 to $300.[9]
  • Street spaces are paid from 9 a.m. to 9 p.m. every day unless signs say otherwise, at $3.50 per 60 minutes, tied to your plate.[12]
  • If you neither plead nor pay in full within the 30 days, you are treated as not contesting. You can be convicted by default without further notice, and extra costs are added.[1]
  • A reminder notice (avis de rappel) gives you no extra time. Late costs follow the government’s rate.[5]
  • Allow 3 business days for a payment to be recorded for SAAQ purposes.[2]
  • The Cour municipale de Québec also handles tickets from L’Ancienne-Lorette, Saint-Augustin-de-Desmaures, the Réseau de transport de la Capitale and the Communauté métropolitaine de Québec.[4]
