The overnight rules and fines
- The Traffic and Parking By-law bans parking on any roadway or shoulder from 3:00 to 5:00 a.m. (section 10(1)(h)).[2]
- From April 1 to November 14 that rule doesn’t apply to cars and motorcycles. It applies all year to commercial motor vehicles, mobile homes and trailers.[2]
- No vehicle may stay on a roadway or shoulder for longer than 18 hours, in any season.[2]
- Parking from 3:00 to 5:00 a.m. without a pass is a $50 penalty. Parking on a roadway or shoulder for longer than 18 hours is also $50.[3]
- A pass doesn’t work on streets signed “No Parking 3 to 5 a.m.” or where parking is banned all year. Some streets prohibit overnight parking, so check the signs before you park.[1]
- A pass only lifts the 3 to 5 a.m. rule. Every other rule still applies, such as driveways, fire hydrants and signed no-parking zones.[2]
How overnight passes work
- Passes are for personal vehicles, from November 15 to March 31, weather permitting.[1] Official page
- Each licence plate gets up to 15 free passes. After that, extra passes cost $5.00 each on the HONK website.[1] Official page
- You can register no more than 48 hours ahead.[1]
- Pick the right date: before midnight, choose the next calendar day, because the pass starts at midnight. Between midnight and 5 a.m., choose the current day.[1]
- A pass can’t be cancelled or replaced if you pick the wrong date, so check everything before you submit.[1]
- There’s nothing to print or display in the car: the pass is tied to the licence plate.[1]
- Commercial, oversized, inoperable or unplated vehicles, boats and trailers can’t get a pass.[1]
Snow events and winter parking
- When there’s enough snow to send out plows, Roads Operations asks Parking Services to start the Overnight Parking Ban: no vehicles on City streets, with or without a pass.[1]
- A message goes up on the overnight parking registry and the registry shuts down, so nobody can register during the ban.[1]
- Drivers who registered ahead get a phone call or email blast when the ban starts, and another when overnight parking can resume.[1]
- Registered ahead of a forecast snowfall? Check the registry before parking: restrictions are enforced during a snow event.[1]
- Daytime street parking is still allowed during an overnight ban, because most plowing happens at night.[1]
- Plows go out on local streets after 10 centimetres of snow, and crews clear them within 24 hours.[5]
- Snow-clearing complaints about a municipal lot go to parkingenforcement@london.ca. Parking Services: 824 Dundas Street, 519-661-4537.[1]
